Added Compression Level Support

I finally added the compression level select (before it was hardcoded at the maximum of 9, but I figured, what if someone needed a lower level for any purpose. Due to how certain header stuff works, stuff encoded at a lower level in this new version will ironically still work fine in the older versions.
